Now, if you know me, you know I believe in the literal truth of James 315's word, and this reads to me like The Savior just gave us the all-clear to engage any and all ventures.
Furthermore, this is not the first time the Father of the New Order has expressed his distaste for the this little frig. He's declared them unfit for highsec, outed them as a favorite of bot-miners, and judged the ship's artwork as aesthetically out of step with the rest of EVE.
I can't seem to find the other citations, but we know this:

Pending clarification, I encourage you all to adhere to scripture and engage ventures on sight, and since their loss of a venture now stands as proof of a Code Violation, feel free to revoke their permit afterwards.
I should note that a straight-up meta 0 fit Velator is plenty to gank any offensive Ventures if you've got max catalyst skills.
You can also use a bowhead to shit them out right next to the venture you're targeting in the style of "hyperdunking," thus negating the need to wait on your GCC timer. Don't tell anyone though. That's my new strategy for our next venture killing contest. GCC was the limiting factor for the last one.
If you do that how will new players make ISK to upgrade to Barges/Exhumers?
The thing is then no one will be able to buy a mining permit then no Indy players will have the raw materials to build your ships and PvP will start to fall as there will be less ships to use and slowly EVE will die!
I don't get how that helps you out? Unless you don't like playing EVE and want the game to die out (If that's the case why play EVE in the first place?)

To top it off... if you read carefully you will notice that Our (yours and mine) Saviour stated that if a Venture can be ganked, it is certainly AFK.
A non-AFK Venture pilot, complying with The New Halaima Code of Conduct, would not be at risk of getting ganked, and therefore would be able to mine money to upgrade his ship, if he cannot think of anything better to do.

As James Holden I believe in A free Belt "Du ferí da Belte!" in this age of space mining an Auto pilot is a must as if all your time was taken up on clicking a single button to mine would take time away from calculating yields/times/destinations & the other important ship functions not to mention talking over the comms to allys!
